PROBLEM TO BE SOLVED: To provide an information security device and an information security system that are suitable for the utilization of services from a plurality of makers by one terminal.

SOLUTION: In the information security device, information is safely and reliably handled by utilizing the fact that the inverse operation of one operation cannot be easily performed because of computational complexity on a set of integers having the same conditions. The information security device comprises a secret key generation means for generating a secret key; a parameter acquisition means for acquiring a plurality of parameters for specifying the conditions; and a public key generation means for generating a plurality of public keys on a plurality of sets determined by a plurality of acquired parameters each by using the secret key.
