PROBLEM TO BE SOLVED: To provide a sheet for laying on the bottom of the water enabling laying through dropping a sheet material to the target place of the bottom of the water without the need of diving operation and operation with a heavy industrial machine at the time of laying on the bottom of the water, and to provide a method for laying the sheet on the bottom of the water. SOLUTION: This sheet 10 for laying on the bottom of the water is set up through attaching flexible flags 2 on a plurality of places of the sheet material 1 to be laid on the bottom of the water and dropping the sheet material into the water.
