<P>PROBLEM TO BE SOLVED: To provide an information recording medium which does not generate peeling and separation when being loaded on and unloaded from a drive, and to provide an information recording medium manufacturing method. <P>SOLUTION: A first information substrate 2 has a boss 20, a first base layer 21, a first reflection layer 22, a protective layer 23 and a second reflection layer 24. The boss 20 has a cylindrical shape having a center hole having an inside diameter determined by specification of an optical disk at a center. The first base layer 21 has a disk like shape having the boss 20 as a center and first and second information layers 25 and 26 on one and the other surface sides thereof, respectively, and is formed integrally with the boss 20. A second information substrate 3 has a second base layer 30 and a third reflection layer 31.
