PROBLEM TO BE SOLVED: To provide a glass preform for an optical fiber in which an exhaust gas stream is excellently maintained even when large diameter porous glass soot is manufactured and the breaking of the soot during depositing and the occurrence of bubbles in transparently vitrifying are remarkably reduced. SOLUTION: The apparatus for manufacturing the porous glass preform is provided with a burner 2 repeating back and forth movement along the longitudinal direction of an axially rotating base material glass rod 1 and blowing glass fine particles to deposit on the base material glass rod 1 and an exhaust hood 4 repeating back and forth movement in the same direction with the same period as the burner 2 on the upper side of the porous glass soot 3 deposited glass fine particles.
