<P>PROBLEM TO BE SOLVED: To provide an image forming device which removes and recovers the remaining toner without fail even if the static charged state (polarity) of the remaining toner changes owing to the moisture in the recording paper. <P>SOLUTION: The image forming device 10 has: an image carrier 26 on the surface of which an electrostatic latent image is formed; an image forming means 22 for forming a toner image on the surface of the image carrier 26; transfer rollers 34, 36, 38 to which a toner image is transferred from the image carrier 26; the last transfer roller 72 to print the toner image to the recording paper S from the transfer roller 38; cleaners 44, 54, 64 in contact with the transfer rollers 34, 36, 38; and a control means to control the potential gradients among the image carrier 26, the transfer roller 34, 36, 38, the last transfer roller 72, and the cleaner 44, 54, 64, 64.
