PROBLEM TO BE SOLVED: To cope with traffic obstacles caused by a step formed accompanied by the rise/fall of the ground (including a pavement) around a manhole when frosted in a cold region and the breakage/crack of the ground and similar damage to an inspection hole for clean/sewage water by connecting a cover portion bearing material thereto which is moved up/down in linkage with the rise/fall of the frosted ground, and to improve dislocation preventing effects. SOLUTION: This device comprises a flat member 2 fixed to the lower part of a cover supporting frame (including the cover) 1 with a bolt 5 and a cylindrical member 3 integrated with the flat member 2 and externally fitted and installed to a hole body adjusting block 7. Thus, as the flat member 2 embedded and packed in a ground material remains externally fitted to the hole portion body adjusting block 7 together with the integrated cylindrical member 3, there is no step between a cover and a ground surface in linkage with the rise/fall of the ground material when frosted/thawed, and therefore, so there is no crack/breakage of the pavement 9.
