PROBLEM TO BE SOLVED: To provide a complex composite material making it possible that an organic metal complex is stably adsorbed by a mesoporous material in an enough adsorbed amount and achieves excellent catalytic activity on oxidation reaction, etc. SOLUTION: This complex composite material has the mesoporous material and the organic metal complex adsorbed by the mesoporous material, wherein the organic metal complex comprises an asymmetric multinuclear complex which is composed of a plurality of central metals selected from a group comprising iron, ruthenium, and manganese and asymmetric ligands each having a five- or six-membered heterocyclic skeleton containing 1 to 4 nitrogen atoms.
