PROBLEM TO BE SOLVED: To provide: dielectric powder securing fluidity of a mixture with a resin even when powder by a crushing method is used; a manufacturing method of dielectric powder for obtaining the dielectric powder capable of securing fluidity of the mixture with a resin; a composite dielectric material with a resin using that kind of dielectric powder; and its manufacturing method. SOLUTION: When dielectric powder containing a perovskite oxide having an ABO3type atom arrangement is manufactured, a mixture is obtained by mixing an A site material constituting an A site and a B site material constituting a B site so as to set a mol ratio A/B of the atoms constituting the A site to the atoms constituting the B site less than 1.0; and thereafter the mixture is baked, and crushed to form dielectric powder having a globosity above 0.82.
