PROBLEM TO BE SOLVED: To provide a method for manufacturing a transparent glass body in which the concentration of a doped halogen element is increased to enlarge the difference of specific refraction index from that of pure quartz glass, and free from refoaming in a process for drawing the resultant transparent glass body to manufacture an optical fiber. SOLUTION: After a porous preform is manufactured using SiO<SB>2</SB>powder having≥130 m<SP>2</SP>/g specific surface area and having Si-OH group formed on the surface in the concentration of≥1 piece /nm<SP>2</SP>as a starting raw material, a halogen is incorporated into the porous preform and the porous preform is sintered, or the porous preform is manufactured after the halogen is previously incorporated into the SiO<SB>2</SB>powder, and is sintered. The porous preform is manufactured by supplying the SiO<SB>2</SB>powder into a burner and jetting it together with the flame on a target to deposit SiO<SB>2</SB>fine particle or by compaction-forming the SiO<SB>2</SB>powder in a forming die or by pouring slurry of SiO<SB>2</SB>powder into the forming die and performing dehydration-forming.
