PROBLEM TO BE SOLVED: To provide a composite optical element manufacturing method capable of suppressing the irregularity of a cured state of a photosetting resin by a simple structure without performing complicated control, and a composite opticial element manufacturing apparatus. SOLUTION: The manufacturing method of the composite optical element by laminating a resin layer on an optical base material 11 has a light irradiation process for irradiating the photocuring resin 12 arranged on the optical base material 11 with light through the optical base material 11 to cure the photocuring resin 12 to form the resin layer. In the light irradiation process, a light reflecting surface 111p1 constituted in a micror surface state is arranged the light incident side around the light incident surface of the optical base material 11.
