PROBLEM TO BE SOLVED: To easily form a resin layer without causing deformation of a sheet for forming the resin layer and projection from a base material for an information recording medium and exposure from the resin layer of the information layer on outer edge part side. SOLUTION: When manufacturing the information recording medium formed with the resin layer as it covers the information layer formed on a base material 101, the resin layer is formed by laminating the disk base material 101 and a light transmissive resin sheet 200 formed with an adhesive layer on one side and larger than the disk base material 101 together, holding the end part of the light transmissive resin sheet 200 projecting from the outer edge part of the disk base material 101, shifting the end part in the direction of an arrow B while making the end part vibrate with an ultrasonic wave, also shifting the disk base material 101 in the direction of an arrow A, pressing the disk base material 101 against one surface of the light transmissive resin sheet 200, and breaking the light transmissive resin sheet 200 along the outer edge (corner part 101a) of the disk base material 101.
