PROBLEM TO BE SOLVED: To provide a planar heater in which the portion where a man contacts for taking heat has sufficient heat conduction same as a conventional one and yet power consumption amount is suppressed and economical efficiency can be improved. SOLUTION: The planar heater 11 is equipped with a surface cloth 1 consisting of a surface skin part 2b and a base sheet 3, a back cloth 9, and a heating element 10 arranged between the surface cloth 1 and the back cloth 9. The base sheet 3 is a member which is consisting of a foaming resin material such as polyurethane foam and in which space is formed inside. The A portion of the planar heater 11 where a man B sits on is made thinner in thickness, and heat insulation action of air is small, thereby, the man B can take heat by the heat easily transmitted from the heating element 10. The C portion where the man B does not sit on contains air driven from the A portion and the heat insulation action is high and is hardly radiated of heat, thereby power consumption amount can be suppressed.
