PROBLEM TO BE SOLVED: To provide a function that ensures that control over the specific function of a mobile communication terminal is executed to determine whether or not to permit the function in a set space where the use of the terminal is banned. SOLUTION: A system for controlling terminal functions comprises a database 103 having a user identifier area, a service identifier area and a start parameter storage area and storing required data in the areas as users subscribe for services; a terminal 101 that sends a user identifier for a service request and stores the value of a start parameter obtained and that, if the start parameter obtained assumes a predetermined value, operates a main program according to the predetermined value of the start parameter; and a server 106 that, according to the service request from the terminal, refers to different areas of the database for the authentication of the content of the service request and that sends to the terminal the start parameter needed to operate the terminal once the content is authenticated.
