PROBLEM TO BE SOLVED: To provide an explosive filler easy to transfer to an explosive loading device without staining a hand and leaving explosive deposits in a container, and to provide a charging method for the explosive loading device and an explosive loading method. SOLUTION: The explosive filler comprises an emulsion explosive or an emulsion explosive intermediate stored in a water soluble container. The charging method for the explosive loading device comprises charging the explosive filler into a storage tank in the explosive loading device. The explosive loading method comprises loading the emulsion explosive into a hole while using a transfer pump and a water injection system in the explosive loading device for destroying and melting the container for the explosive filler.
