PROBLEM TO BE SOLVED: To surely close a gas passage when a battery voltage has fallen. SOLUTION: A voltage measurement circuit 4 is provided for measuring the voltage of a battery 1 to output a shut-off signal to a shut-off valve drive circuit 3 if the voltage is equal to or less than a determination value.
