PROBLEM TO BE SOLVED: To provide a valve timing control device of an internal combustion engine which materializes excellent emission characteristics immediately after start of the internal combustion engine while executing fuel atomization by using intake flow velocity in a warm-up process of an internal combustion engine. SOLUTION: A fuel injection valve 22 is arranged in an intake port of an internal combustion engine 10. The device is provided with an intake variable mechanism 30 for varying the valve timing of an intake valve 24 and an exhaust variable mechanism 32 for varying the valve timing of an exhaust valve 26. Immediately after start of the internal combustion engine, the opening timing of the intake valve 24 is controlled to the delayed angle valve opening timing after an exhaust top dead point, thereby accelerating fuel atomization. In order to prevent adhesion of fuel flowing into a cylinder onto and around the exhaust valve 26, the valve closing timing of the exhaust valve 26 is also controlled to the delayed angle valve closing timing later than the normal valve closing timing.
