Swirling devices such as agitators and jet cleaners are used in addition to gushing devices, such as rinse-tilting, flap rinsing and vacuum rinsing devices, in order to clean the bases of storage areas for liquids, particularly for mixed water. The invention consists of an agitating device and a pivoting jet cleaner wherein the power of the liquid jet is used in two ways, being used to clean the storage container and to pivot the device. The torque required for pivoting is produced by arranging the jet pipe (18) or pipes outside the axis of rotation or by an embodiment thereof resulting in a modification in the pulsating force of the liquid jet during through-flow. In order to modify the direction of pivoting, the device is provided with a switching device (20), whereby the disadvantages of additional electric and/or hydraulic drives for pivoting jet cleaners and the disadvantages of rotating jet cleaners, which can rotate in one direction only, can be avoided.
