PROBLEM TO BE SOLVED: To solve the problem of contamination of a floor surface caused by falling of urine drops which frequently occurs on a floor surface in front of a male urinal or a toilet stool used as a male urinal in common. SOLUTION: A mat 1 installed on the floor surface in front of the male urinal or the toilet stool used as the male urinal in common consists of composite material carrying a medicament. At least a place to be contaminated with the urine drops of the composite material is formed of material capable of absorbing the urine drops. In addition, in a urine drop countermeasure apparatus, a mat material roll obtained by winding a mat formed as a long-size body where the mat for use of many times are connected is housed in a housing box for housing the roll holding rotatably at the center of the roll, and placed in front of the toilet stool as it is to properly pull the mat out for use.
