PROBLEM TO BE SOLVED: To provide a cleaning device which can recover toner between cleaning blades and effectively prevent the toner from flowing to the succeeding steps or contaminating and which can keep and improve the cleaning performance, and to provide an image forming apparatus mounted with the cleaning device, and a method for forming an image by using the image forming apparatus. SOLUTION: The cleaning device to remove toner remaining on the surface of an image carrier used for forming an image is equipped with: a first cleaning blade disposed in the upstream side with respect to the moving direction of the image carrier; a second blade disposed in the downstream side; a recovering belt to recover the toner scraped by the second cleaning blade; a rotating roller disposed inside the recovering belt so as to rotate the recovering belt; and a scraper to scrape the toner recovered on the recovering belt. The recovering belt is disposed between the first and second blades but not touching the image carrier and disposed as rotatable in the opposite direction to the moving direction of the image carrier.
