PROBLEM TO BE SOLVED: To provide a heat exchanger for exchanging heat highly efficiently and a control panel equipped with it. SOLUTION: This heat exchanger 20 is provided with a main body 21 which is the hollow main body 21 in which a heat exchange chamber 21a is formed inside it and has end connections connected with a closed space in an end part on one side, an end part on the other side, and a central part between them, respectively, a first supply device 12 for supplying first fluid inside the closed space into the heat exchange chamber 21 from the end connection 21c in the central part of the main body 21, a tubular circulation member 23 which is provided by passing through from an end side on one side to an end side on the other side in the main body 21 and in which second fluid in the outside of the closed space circulates inside it, and a second supply device 24 connected with an end on one side of the circulation member 23 to supply second fluid into the circulation member 23.
