PROBLEM TO BE SOLVED: To provide an apparatus and a method suitable for conducting plasma reaction in large amount by making molecules of an organic solvent plasmatic. SOLUTION: This organic or inorganic compound synthesizing method employs a gas phase - liquid phase mixing unit made up by comprising a potential difference generating unit for providing a potential difference between the electrodes set up in a reaction vessel with an empty space between them, a unit connected to the above empty space, for charging a liquid organic medium of insulating properties and a minute material, and a unit for discharging the liquid organic medium remaining in a state that the minute material is mixed in above empty space, reaction products, the organic medium and the minute material. By providing a potential difference between the electrodes using the potential difference generating unit, an electron flow is formed via the minute material from the minus electrode to the plus electrode and also, based on the potential difference, the plasma of the organic medium is induced on the surface of the minute material causing ions and free radicals to be produced to cause a plasma reaction to occur, and the reaction products formed by the plasma reaction are taken out of the reaction vessel.
