PROBLEM TO BE SOLVED: To provide a flow velocity regulating device capable of realizing an open state in which members such as partition members are not substantially present in an air pipe and requiring no special actuator in the flow velocity regulating device having the partition member capable of changing the attitude thereof between a tilted attitude in which the device is intersected with the flow of the air passing the inside of the air pipe to limit an air velocity in the air pipe and a parallel attitude parallel with the flow of the air. SOLUTION: The partition member 6 is turned from the tilted attitude to the parallel attitude by the force of the air passing the inside of the air pipe 3a so as to be moved to the peripheral wall side of the air pipe 3a.
