PROBLEM TO BE SOLVED: To provide a toilet washing device which minimizes useless flush of water into a toilet bowl, and contributes to water saving. SOLUTION: According to the toilet washing device, when water discharging operation by the user is detected on a non-contact basis by an operation detecting sensor, the toilet washing device is controlled so as to discharge water into the toilet bowl. Then detection is made whether the toilet bowl should be washed by large washing or small washing, based on the lapse of time from detection of the water discharging operation, by the operation detecting sensor. If determination of the large washing is made, water discharging for the large washing is carried out, on the other hand if determination of the small washing is made, water discharging for the small washing is carried out. If further water discharging operation by the user is detected by the operation detecting sensor during a period of flushing termination, automatic flushing is carried out after the lapse of the flushing termination time. In this manner continuous washing of the toilet bowl is inhibited, and therefore water saving is achieved. Further the toilet bowl is flushed after the lapse of the flushing termination time during which sufficient washing water is stored in a low tank, the toilet bowl can be positively washed.
