A digital rights management (DRM) system that includes one or more conditional access devices, such as copy control information (CCI) compliant devices, and one or more license (L) compliant devices is described. The L-compliant devices interoperate with the conditional access devices, each L-compliant device and conditional access device sharing a common content access protocol and access information. The system includes an initiator coupled to the L-compliant devices to initialize one or more of the L-compliant devices.
