PROBLEM TO BE SOLVED: To obtain a coating material composition having low temperature curability affording sufficient curability even under baking conditions at a relatively low temperature of about 100°C and one-pack storage stability and further having excellent heat yellowing resistance without discoloring a coating film even by heating during baking, and to provide a method for forming the coating film. SOLUTION: The coating material composition is characterized as comprising (A) a pyrazole blocked polyisocyanate compound having≥2 tertiary isocyanate groups blocked with a pyrazole compound in one molecule and (B) a hydroxy group-containing resin having 10-250 mg KOH/g hydroxy value and 1,000-200,000 weight-average molecular weight as essential components.
