<P>PROBLEM TO BE SOLVED: To provide a DNA which has a promoter activity for constitutively expressing a target gene in a plant body, to provide a recombinant plasmid which contains the DNA and can constitutively expressing the target gene in the plant body, and to provide a transformed plant body in which the recombinant plasmid is transduced. <P>SOLUTION: This DNA is shown as the following (a), (b) or (c), and can act as a promoter. (a) A DNA comprising a specific base sequence. (b) The DNA comprising the specific base sequence in which one or more bases are deleted, replaced or added, and having a promoter activity for constitutively expressing a target gene in a plant body.
