<p><P>PROBLEM TO BE SOLVED: To provide a parking lot management system which does not require a prior registration of an IC card, etc. of a vehicle-mounted ETC system, and which does not require a vehicle to stop when entering or exiting. <P>SOLUTION: The system receives a WCN from a vehicle-mounted ETC system when the vehicle enters, and, if the WCN has already been registered, opens the entrance gate 12. If the WCN has not been registered yet, the system reads a portable ID number, associates it with the WCN, stores it, and registers the WCN. Thereafter, the system opens the entrance gate 12. Then, for example, after a user accesses a web site for settlement by a cellular phone, etc. through the Internet and settles the parking fee before the vehicle goes out of the parking lot, the user makes the vehicle move to an exit gate 13.
