PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine capable of preventing the deterioration in combustion, even when an operation state of the internal combustion engine falls within a low load-low rotation area, when enriching the air-fuel ratio. SOLUTION: This control device of the internal combustion engine is constituted so as to rest operation of #1 and #4 cylinders, by determining whether or not an operation state (NE, AP) of an engine 1 falls within the low load-low rotation area (a cylinder rest permitting area RCSTPPMT) when exhaust gas flowing in an NOx purifying device 11 is set on the exhaust gas rich side (S24 and S25), and setting a cylinder rest flag FCYLSTP to "1" when the operation state of the engine 1 falls within the low load-low rotation area (S26).
