PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing apparatus wherein the quality reduction of a tracking error signal due to RD deviation, an eccentric disk or the like is suppressed as much as possible and the accuracy of tracking servo can be enhanced. SOLUTION: In a processing section 4, a gain value allowance range setting means 41 sets an allowance range of a gain value by measuring gain value k corresponding to the ratio of levels of an MPP (Main Push-Pull) signal and an SPP (Sub Push-Pull)signal generated by a tracking error signal calculation circuit 3 and an eccentric quantity measuring means 42 measures the eccentric quantity of the optical disk. A gain value setting means 44 selects the minimum value of the gain value k and sets the minimum value as the gain value k of an amplifier 37 when the eccentric quantity is judged as a quantity equal to or more than a predetermined value by an eccentric quantity judging means 43 and selects a center value of the gain value k and sets the center value as the gain value k of the amplifier 37 when the eccentric quantity is judged as a quantity less than the predetermined value.
