PROBLEM TO BE SOLVED: To provide a horizontal vibration damping material having excellent vibration damping property against vibration in the horizontal direction, simply formed, reduced in cost, and easily installable on an existing vibration damping apparatus. SOLUTION: In this horizontal vibration damping material A of a vibration damping system insulating vibration from a floor by supporting a bench for mounting the equipment by a pneumatic spring, a plate body is formed of a high polymer material. When the bench for mounting the equipment is supported by the pneumatic spring, the plate body is inserted between the bench for mounting the equipment and the pneumatic spring to prevent horizontal vibration from occurring.
