An intermediate gear 21 supported rotatably around an axial line that crosses to a revolving axial center line of the input and the output gear 14, 15 crossed from a support member 16 is engaged with the input gear 14 and the output gear 15 at the same time, and it constitutes so that a ring member 20 arranged concentrically and integrally with the support member 16 is revolved and stopped by an electric motor 23.
