<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus having two power-saving modes or more capable of judging which of the power-saving modes is in need in an office or the like where the image forming apparatus is installed and capable of selecting the power-saving mode to be shifted when the power-saving key is operated depending on a result of the judgment. <P>SOLUTION: In the image forming apparatus having e.g., a pre-heat mode and a sleep mode as the power-saving modes, when an automatic pre-heat time is set shorter than an automatic sleep time, the power-saving mode shifts to the pre-heat mode when the power-saving key is operated in a stable standby state, and when the automatic pre-heat time is set longer than the automatic sleep time, the power-saving mode shifts to the sleep mode when the power-saving key is operated in the stable standby state.
