<p><P>PROBLEM TO BE SOLVED: To provide a system enabling a user to view broadcasted programs which have been already broadcasted at a time convenient for the user while utilizing a setup of retransmission of conventional broadcast without requiring a large-scale storage for a station side facility. <P>SOLUTION: In the station side facility 1100, a view information collecting unit 1118 collects view information of a terminal device 2100 to decide a user's preferred program on the basis of the collected information.
