PROBLEM TO BE SOLVED: To provide a bubble-generating device capable of exhibiting its inherent capacity by always taking a fixed quantity of air into a circulation pump regardless of the setting position of the circulation pump. SOLUTION: The bubble-generating device 10 has an air pump 22 for compulsorily taking air into the circulation pump 13 through an air intake conduit 21, so that air is taken into the circulation pump 13 always in a fixed quantity. As a result, the quantity of air taken into the circulation pump 13 will not vary even if the setting position (height position) of the circulation pump 13 fluctuates relative to the level of bath water W inside a bathtub body 11.
