PROBLEM TO BE SOLVED: To provide a receiving system capable of carrying out revoking in a method using an IC card. SOLUTION: The receiving system includes a channel selecting means 21 for selecting a channel of digital broadcasting; a separation means 22 for separating ECM and EMM from the digital signal of a channel selected by the channel selecting means; a de-scrambling means 27, to which the digital signal is to be entered, for carrying out descrambling; an ECM decoding means 263 for decoding the ECM; an EMM-decoding means 264 for decoding the EMM; a viewing and listening propriety determining means 267 for determining the propriety of viewing and listening, by using the ECM and the EMM; a revoke determining means 215 for determining whether it has been revoked from a viewing signal and listening propriety determining means 267; a switching means 28 for switching the cases, whether the descrambling key fed by the IC card 25 from the signal of revocation determining means will be fed to a descrambler, by using information, whether it has been re-balked, fed from the revocation determining means.
