FIELD: physico-chemical processes of production of heat, hydrogen and oxygen. ^ SUBSTANCE: proposed device has housing made from dielectric material and provided with cover which is also made from dielectric material. Flat circular anode has no holes and is mounted on dielectric cylindrical lug of dielectric anode rod provided with hole. Dielectric rod is introduced into axial hole of cover together with flat circular anode by means of thread. Cathode having axial hole is introduced into axial hole of cathode cylindrical dielectric rod by means of thread. Cathode cylindrical dielectric rod is introduced into axial hole in the bottom together with cathode by means of thread coaxially relative to axial hole of anode dielectric rod. Clearance between dielectric lug of anode dielectric rod and bottom of housing is adjusted by axial displacement of anode dielectric rod by means of thread in axial hole of cover.
