The device has two rotating shafts (17A, 17B) supporting two sets of discs (21Ai, 21Bi), respectively. Each disc has multiple blades regularly arranged at its periphery, for forming bale cutters. The discs are axially moved with respect to each other, and the shafts are rotated in opposite direction. The distance between the two shafts is less than the diameter of the discs, in such a way that the discs are overlapped. An independent claim is also included for a mulcher for a bale of straw.
