SOLUTION: Since both edges of a sheet shape electrical heating element 5 is insertion-engaged into a support groove 9 of a core body 1, and a protrusion 8 for fixing the heater of the core body 1 is fitted into a through hole 11c for fixing an electric insulation plate 11, the clearance between the sheet shape electrical heating element 5 and the core body 1 becomes narrow, flowing-in of synthetic rubber is little, and the electrical heating element 5 is stably and firmly fixed at the fixed position.
