PROBLEM TO BE SOLVED: To reconfigure program composition information, prepared beforehand in the program composition having actually been broadcasted, so as to cope with the flexible composition within a program in live broadcast, etc. SOLUTION: The program composition information is registered, in advance, to a program information manager 20. A control signal detector 10 detects a variety of control signals being used during the program broadcast. A topic specifying part 30 specifies the start time and the topic content of a material, constituting a topic from input timing of the control signal and the program composition information registered in the program information manager; reconfigures the program composition information fit to actual broadcast from the specified topic name and the start time; and manages generation of metadata. As a result of this, the program composition information, as a prior data, can be reconfigured automatically with the information fit to actual broadcast, even when the actual broadcast is not carried out, based on the prepared program composition information.
