PROBLEM TO BE SOLVED: To provide a heating device and an image forming device capable of stabilizing a paper transporting property by controlling changes of paper transporting speed caused by deterioration of a fixing device. SOLUTION: The number of sheets of paper passed or paper passing time at the fixing device is counted by mounting a memory function on the image forming device or the fixing device, and it is controlled so as to adjust the paper transporting speed by changing the driving rotation number of the fixing device depending on a total count against the life of the fixing device.
