PROBLEM TO BE SOLVED: To perform image transfer which flexibly corresponds to various requirements regarding image quality without impairing character decipherment in an image processing device such as MFP (Multi function Printer). SOLUTION: Original image data read by a scanner 50 are converted to compressed data which are composed of character image data in a character region, a base image data, and conversion data for improving the quality of the reproduction image of the character region by an encoder 52. A format conversion processor 57 takes in compression data from a memory 54 by the control of a CPU 53, and creates of one, two, or more image files corresponding to various requirements regarding image quality for the original image 1. These image files are transferred to an external device through an external interface 58.
