<p><P>PROBLEM TO BE SOLVED: To provide a shallow buried structure of an underground buried pipe and a shallow buried method capable of indicating the performance concerning the strength of a road around the underground buried pipe, at the same time, shallowly burying the underground buried pipe and facilitating the maintenance work thereof. <P>SOLUTION: The ground is excavated to form a trench 12. Excavated soil 14 resulting from the excavation is restraining reinforced by a sandbag 15a, and a construction material 15 indicating the performance concerning laminated strength is manufactured.
