PROBLEM TO BE SOLVED: To provide a plasma display panel and its manufacturing method wherein a light-emitting brightness is improved and a drive voltage can be reduced. SOLUTION: This is the plasma display panel in which a front face substrate and a rear face substrate opposed to each other, a sustaining electrode pair formed in parallel with the opposite face of the front face substrate, a dielectric layer to cover the opposite face of the front face substrate and the sustaining electrode pair, and a protecting film are included, and when the dielectric layer and the protecting film are made as a functional layer, a trench is formed in the functional layer.
