PROBLEM TO BE SOLVED: To provide a heat insulating panel having excellent moisture permeability in addition to heat insulating property, soundproofness (sound isolating and sound absorbing properties), fireproofness, fire resistance and lightweight property. SOLUTION: This heat insulating panel with a foam disposed at the back face of a face material through a spacer is formed by joining the face material and the foam using an engaging part provided at the foam. The face material is preferably formed of a moisture permeable material with a moisture permeation resistance of 1-6 m<SP>2</SP>h mmHg/g. The face material is further preferably formed by molding a composition obtained by blending unexpanded vermiculite in a base material and setting the blended amount to 3-70 mass% of the whole composition (solid content).
