<P>PROBLEM TO BE SOLVED: To provide a water-borne coating agent giving a coating film excellent in water resistance and solvent resistance even dried at relatively low temperatures, having good adhesiveness to various substrates and suitable for a primer, an adhesive, a binder for a coating material or ink, and so on. <P>SOLUTION: This water-borne coating agent comprises a polyolefin resin (A) containing 0.1-10 pts.mass unsaturated carboxylic acid unit, a non-block type multifunctional isocyanate compound (B), and a basic compound (C), where a part of the carboxylic acid unit is neutralized with the basic compound (C). Preferably the water-borne coating agent comprises substantially no surfactant. Also the primer, adhesive, coating material and ink each containing this water-borne coating agent are disclosed.
