PROBLEM TO BE SOLVED: To provide an optical element in which the deformation of a substrate can be relaxed even in the case of an optical element that has an optical thin film formed on both the front and back of a substrate and degradation in the characteristics of transmissivity can be restrained, and to provide an optical apparatus that has the optical element. SOLUTION: The optical element 11 comprises the substrate 21, an optical multilayer 22 formed on one side of the substrate 21, and a optical monolayer 23 formed on the other side of the substrate 21 and provided for relaxing the internal stress of the optical multilayer 22.
