<p><P>PROBLEM TO BE SOLVED: To determine an appropriate price-level stepping width without having considerable numbers of preliminary surveys and pretests or the like. <P>SOLUTION: A calculating part 30 of a price-level determining section 28 samples the lowest price-level Pmin, the highest price-level Pmax, and a stepping widthΔof a price-level from a DB 26, and calculates a function f1 showing a relation between the Pmin andΔand a function f2 showing a relation between the Pmax andΔ. A determining part 32 calculates a price-level stepping widthΔk1 from the lowest price among an investigation target commodity group and the function f1, and a price-level stepping widthΔk2 from the highest price and the function f2, and determines a price-level stepping widthΔk of the investigation target commodity group by averaging theΔk1 andΔk2. A determining part 34 determines a price-level groups by subdividing with theΔk between the lowest price and the highest price among the investigation target commodity group.
