<p><P>PROBLEM TO BE SOLVED: To provide devices for transmitting and receiving data, which can reduce the number of times of changes of a data transmission rate. <P>SOLUTION: The state of a network can be confirmed without changing a transmission rate of data themselves, by controlling a transmission rate of false data from received information on congestion.
