PROBLEM TO BE SOLVED: To provide a curing agent for a non-solvent-based epoxy resin in a good efficiency. SOLUTION: This aqueous dispersion is obtained by adding water to a mixture containing a modified polyamine and a nonionic emulsifying agent containing a block copolymer part of a polyethylene glycol and polypropylene glycol, passing through a W/O emulsion and forming an O/W emulsion by using a method of phase inversion.
