PROBLEM TO BE SOLVED: To provide a developing apparatus with which a toner thin layer is stably formed on the surface of a developing roller and deterioration in an image is prevented and to provide an image forming apparatus having the developing apparatus. SOLUTION: A magnet body 29 is mounted on a developing roller 27 rotational direction upstream side surface 28a of a magnetic blade 28. Since the tip part of the magnetic blade 28 that contacts with the magnet body 29 acts as an N pole, prescribed lines of magnetic force are formed by a fixed magnet roller 25 in the developing roller 27, the magnetic blade 28 and magnetic force of the magnet body 29. The magnet body 29 is mounted so that a tip part surface 29a of the magnet body 29 facing the developing roller 27 and a tip part surface 28b of the magnetic blade 28 facing the developing roller 27 are made to be a single surface.
